The Lowdown
Water Funds, Recycling, & ADUs š°ā»ļøš
Water Funds
Greenport is still gently poking Southold Town to use Community Preservation Fund dollars for water quality projects like stormwater fixes, sewer upgrades, and the unsexy but essential infrastructure that keeps the harbor happy.
So whatās new? A lot of meetings. A lot of charts. And a brand new state mandated Peconic Bay Region Advisory Committee that basically exists to put all the East End towns and villages in one room and say, āTalk it out.ā
Recycling
On the recycling front, Southoldās waste management wizard Nick Krupski shared whatās new in the world of recycling and composting:
Glass is still a problem child, heavy and annoying
Groundwater wells near the compost facility tested clean for a year straight, so the state just reduced testing, saving Southold $10k annually
The food-waste program is staying, the people demand compost!
ADUs
Southold is looking to speed up approvals for accessory dwelling units, backyard apartments, garage lofts, and other small housing solutions that keep the community livable.
If your ADU meets the basic zoning rules (size, setbacks, height, etc.), it skips the ZBA and goes straight to the Housing & Community Development team for fast-track review. Only projects needing variances would see the ZBA.

Planning Delays & Missing Sidewalks šØ
The Mattituck-Laurel Civic Association gathered four local business leaders this week, and the conversation quickly zeroed in on two things: Southoldās slow planning process and the great sidewalk shortage of Mattituck.
On the panel:
Carolyn Iannone (Love Lane Kitchen)
Danielle LaScala (Mattituck Florist)
Anthony Martignetti (Old Mill Inn & Old Sound Vineyard)
Terry McShane (Mattituck-Laurel Chamber of Commerce)
Martignetti didnāt mince words. His Old Mill Inn approvals took five years. His vineyard project? Three years in limbo. He finally got a Planning Board date, 18 months late.
Planning officials, for their part, say the delays stem from high volume and incomplete applications, but the perception among business owners is clear: the system feels like an uphill climb.
Additionally, all four panelists flagged the same issue: Mattituck needs sidewalks on both sides of the road, not just one.
Highway Superintendent Dan Goodwin said the problem is the budget covers repairs, not new sidewalks. Until that changes, the gap remains.
Even with the frustrations, the panelists lit up when talking about the community. ($)

Cold Stunned Sea Turtles š¢
Sea turtle season is almost here, and not the warm, tropical kind.
From November to February, the North Fork turns into an accidental landing zone for cold stunned sea turtles, the little guys get caught in dropping water temps, go into shutdown mode, and wash up on our beaches looking very much like theyāve gone to the great ocean in the sky.
To get ahead of it, the New York Marine Rescue Center and Turtleback Conservation Center are teaming up for a family-friendly mock stranding on Sunday, November 23 at Bailie Beach.
Youāll learn exactly what to do, and what not to do, if you find a turtle on the sand. ($)
